Scott Adams is a comic strip artist who does the Dilbert section. The Dilbert section of the comic strips shows relationships between employees and their bosses in the work field. 

The thesis of this work is that managers and people with higher positions in the companies have the least skills and Adams shows this through his comic strip series with Dilbert. This thesis is more of implied, however it is a re-occurring theme throughout the article.
